Kiowa County Commissioners meeting minutes - September 15, 2022

The Regular meeting of the Kiowa County Commissioners was called to order on September 15, 2022, at 9:00 a.m. by Chairman Donald Oswald. Chairman Oswald opened the meeting with prayer and the Pledge of Allegiance.

Minutes: Robertson moved, and Lening seconded the motion to approve the minutes of the regular meeting. Motion carried. 

Lening, moved and Robertson seconded the motion to approve the Special Meeting minutes from the September 2, 2022 meeting. Motion carried. 

Vouchers: Lening, moved and Oswald seconded the motion to approve the vouchers as presented. Motion carried. 

Agenda: Oswald moved, and Robertson seconded the motion to approve the agenda as amended. Four additions were added. Motion carried. 

OLD BUSINESS: 

Grant Updates: Adamson reported the RREO Grant is almost completed. 

Adamson is still trying to get all of the estimates for the new construction of the Coroner's Office/Passenger van storage, at the fairgrounds. 

Discussion continued on the lighting at the arena fairgrounds. Adamson had received bids from three electrical businesses. The BOCC will decide at a later date as to which business they would like to complete the lighting project. 

Cindy McLoud, Kiowa County Economic Development Director entered the meeting at 10:00 a.m. to provide update on the housing projects.

McLoud is working with Canyons & Plains on a tourism grant that was awarded from the State Tourism Office. 

McLoud is requesting the BOCC consider Kiowa County becoming a Rural Jump Start County. KCEDF will be the sponsoring entity. She is requesting a resolution that would allow a new business and their employees an opportunity to earn Colorado State Tax Credits. This kind of program is run though OEDIT (Office of Economic Development and International Trade. The BOCC will discuss this further at a later date. 

Housing Project Update: Action on the housing has been limited. 

McLoud thanked the BOCC for their time and she remained in the meeting as a member of the press. 

Oswald moved, and Lening seconded the motion to recess the regular meeting and move into a Public Hearing at 10:20 a.m. for the Demolition Derby Special Events Liquor Permit. Motion carried. There was no public comment. Oswald moved, and Robertson seconded the motion to come out of the public hearing and back into regular session at 10:23 a.m. Motion carried.

Lening moved, and Robertson seconded the motion to approve the liquor license for the Eads Fire Station. Motion carried. 

Landfill/Recycling Update: Shredding of tires is continuing at the landfill. 

P & Z Update: Administrator Adamson met with both Sure Shot Solar and lnvenergy in regard to permitting. Adamson reported that there is progress being made. 

Gravel Pits/Leases: Tabled. 

Cordova Building: Tabled. 

County Road Policy Review: Tabled until the next meeting. 

Fair Review: Administrator Adamson will have the fair financials ready at the next meeting. 

Oswald moved, and Lening seconded the motion to recess the regular meeting for lunch break at 11:35 a.m. Motion carried. 

There regular session reconvened at 1:08 p.m. 

Dennis Pearson, Social Services Director entered the meeting to provide a monthly report. Pearson will be having a routine visit from the Federal Commodity Audit Program on September 19th. 

Pearson is working on the 2023 budget. Pearson exited the meeting at 2:12 p.m. 

NEW BUSINESS: 

Time off Requests: Lening moved, and Robertson seconded the motion to approve the one time off request. Motion carried. 

Curtis Pettitt, County Road and Bridge employee submitted his resignation effective September 15, 2022. The BOCC would like to thank Mr. Pettit for his years of service. 

Farm Bill Options: Discussion followed with the CRP farm bill that would allow the county to sign the 160 acres by Queens Reservoir into a 5-year program. The funds received from this program will then be turned over to KCEDF. 

CCI Legislative Committee Commissioner Designation: Oswald moved, and Robertson seconded the motion to appoint Commissioner Lening as the CCI Legislative Committee Representative for Kiowa County. Motion carried. 

Arns Building Permit: Tabled. 

Emergency Management of Survey: The Commissioners will complete the survey and advise the County Emergency Manager when finished.

VSO position: Lening moved, and Robertson seconded the motion to hire Janelle Crow for the Veteran's Service Officer part time position. Roll Call was taken: Robertson-yes, Lening-yes and Oswald-yes. Motion carried.

Oswald moved, and Robertson seconded the motion to adjourn the meeting at 2:50 p.m. Motion carried.
