Kiowa County Commissioners meeting minutes - December 28, 2023

The Regular meeting of the Kiowa County Commissioners was called to order on December, 28, 2023, at 9:00 a.m. by Commissioner Howard Robertson.

Commissioner Lening opened the meeting with prayer and the Pledge of Allegiance. Those in attendance were:

  • Commissioner Howard "Butch11 Robertson,
  • Commissioner Mike Lening,
  • Delisa Weeks, County Clerk
  • Tina Adamson, County Administrator

Donald Oswald, Chairman (Absent due to illness)

Members of the audience: Cindy McLoud, KCEDF Director and Natasha Kilar with lnvenergy were present as members of the audience.

McLoud discussed the status of the Legion Hall, Fishing for Fun and the Sheridan Lake Project. McLoud thanked the BOCC for their time and returned back to her chair-and remained as a member of the audience.

Planning and Zoning: Jerry Allen, Consultant for Kiowa County entered the meeting to discuss his position for the 2024 year. Allen will continue to look at the physical aspects of the project and review the permitting application for the wind turbines/transmission lines. Allen will continue to work with the Commissioners.

E3 Consulting will also continue to review the documentation on permitting and will make recommendations as to what is expected from each company.

Road & Bridge Update: Nothing to Report.

Courthouse Repairs: Nothing to report.

2022 Audit: The 2022 Audit will be finalized on January 9, 2024.

Upcoming meetings were reviewed and signed.

NEW BUSINESS:

Time off Request: Robertson moved, and Lening seconded the motion to approve the one time request. Motion carried.

Donation Leave Request: Lening moved to approve Robertson seconded the Donation Leave Time. Motion carried.

Sheriff/Town Service Agreement: Discussion ensued over the agreement presented with the City. There were no issues. Lening moved to approve the Town of Eads Police Service Agreement with the Sheriff's Office. Robertson seconded; motion carried.

Catastrophic-Medical Insurance for inmates: Administrator Adamson will provide further information for the next meeting.

Public Health Service Annual Agreement: Lening moved, to approve and sign the Public Health Service Annual Agreement. Robertson seconded the motion. Motion carried.

Valley Wide License and Permit: Robertson moved, and Lening seconded the motion to approve the licensure and permitting for each of the six vehicles that Valley Wide will be using for transporting at risk adults within Kiowa County, Motion carried.

Golf Course Liquor License Renewal: Lening moved, and Robertson seconded the motion to sign the liquor license renewal. Motion carried.

SECPA Agreement: Lening moved, and Robertson seconded the motion to approve the installation of electricity to the Kiowa County Sheriff's Impound Yard. Motion carried.

The next regular meeting will be held January 9, 2024, at 9:00 a.m.

With no further business to discuss, Lening moved, and Robertson seconded to adjourn the meeting at 12:07 p.m.
