Kiowa County Commissioners meeting minutes - March 27, 2025

The Regular meeting of the Kiowa County Commissioners was called to order on March 27, 2025 at 9:00 a.m. by Chairman Donald Oswald. Commissioner Oswald opened the meeting with prayer and the Pledge of Allegiance.

Minutes: Lening moved, and Robertson seconded the motion to approve the minutes with one correction. Motion carried. 

Vouchers: Oswald moved, and Robertson seconded the motion to approve the vouchers as presented. Motion carried. 

Agenda: Oswald moved, and Robertson seconded the motion to approve the agenda with two additions included; New Business# 9: Accident Review and #10 Medical Provider Designation for Workmen's Comp. Motion carried. 

OLD BUSINESS: 

Grant Updates: Chairman Oswald discussed the continued use of mini grant funds and that they be used by end of June 2025 to make sure funds are not lost. 

Landfill/Recycling Updates: Robertson had been in contact with a Kiowa County resident who has some extra dirt he would like to get rid of it. The Landfill is in need of more cover dirt so it was agreed that we would take it. 

The Cardboard Recycling is running smoothly. 

Housing Update/ARP funds to Southeast Colorado Regional Housing Authority 

(SECRHA): The final check for SECRHA was issued with the remaining ARP funds. This should be enough to build one single family home in Kiowa County. We are hoping to get a Cactus Corner Apt. unit finished soon. 

Planning & Zoning Update: Lening expressed need to continue to evaluate how the county handles permitting. What kind of fees and how we want to permit in the future. 

Road & Bridge: Newest employees are completing courses for CDLs. Have been busy with clean-up from dirt storms. 

Blowing Dirt Complaint: The BOCC discussed the blowing dirt complaint. The Maintenance and Road & Bridge are working together to come up with a plan. The Complainant would like this done as soon as possible. The complainant said he has spent many hours at his business just attempting to keep it in working condition.

Upcoming meetings and reports were reviewed and signed. 

NEW BUSINESS: 

Time Off Requests: None 

New Hire Progress Report: None 

Leave Donation Request: One request was made. Robertson moved Oswald seconded to approve the leave donation request. Motion carried. 

CMP: The Board will review bids and decide at a later day. 

SECPA Ballot: Chairman Oswald voted the Southeast Colorado Power Association Ballot for Kiowa County.

SBDC Annual Dues: Lening moved and Robertson seconded the motion to approve the SBDC Annual Dues of $1000, motion carried. 

Inmate Medical Insurance: The BOCC were all in agreement not to purchase the Medical Insurance for inmates. 

Robertson moved and Lening seconded to sign the Letter of Support for the Kiowa County Hospital District Congressional Directed Spending Grant. Motion carried. 

Robertson moved, and Lening seconded the motion to recess for lunch at 12:02 p.m. Motion carried. The regular meeting was reconvened at 1:25p.m.

Accident Review: The BOCC reviewed the State Patrol accident report from 03/14/2025 involving one of the Kiowa County Sheriff's vehicle and a trucking company. This accident happened during the "brownout." Sheriff Williams entered the meeting to discuss the replacement vehicle for the one that was totaled in the "Brownout." The BOCC will discuss and make a decision later in the day. Sheriff Williams thanked the BOCC and exited the meeting. 

Discussion ensued with the challenges Emergency Services is facing. No action was taken. 

MEDICAL PROVIDER for WORKMAN'S COMP: Oswald moved and Robertson seconded to include Prowers Medical, Keefe Memorial and Greeley County Hospital to be listed as designated medical providers for County employee workers compensation claims. Motion carried. 

Oswald moved to go into executive session at 4:06 p.m. Lening seconded. Motion carried. 

Robertson moved to adjourn executive session at 4:39 p.m. Lening seconded. Motion carried.

With no other items to discuss, Robertson motioned to adjourn regular session at 4:41 p.m., Lening seconded. Motion carried. 

The next regular meeting will be April 10th, 2025 at 9:00
