Kiowa County Commissioners meeting minutes - November 13, 2025

The Regular meeting of the Kiowa County Commissioners was called to order on November 13th, 2025, at 9:00 a.m. by Chairman Donald Oswald.

Present:

Call to Order

Chairman Donald Oswald called to order at 9:00 a.m.

Commissioner Oswald opened with prayer and the Pledge of Allegiance

Commissioner Robertson moved to approve the minutes from October 30th, 2025. Lening seconded. Motion carried.

Commissioner Oswald moved to approve the vouchers. Robertson seconded. Motion carried.

Commissioner Lening moved to approve the agenda with the addition of #6, Resolution 2025-18 to Form an E911 Authority Board. Oswald seconded. Motion carried.

Old Business 

Grant Updates: No update from COOT on funding. One of the mini-grants was dropped due to being unable to do concrete on east side of courthouse. Adamson will be presenting to the State on the underfunded courthouse grant. Adamson advised a resolution is needed for the hospital grant to be signees. 

Landfill/Recycling: Recycling trailers are being seen moving often. Robertson will be reaching out to Barlow regarding the pit. 

Housing: Open House at Cactus Corner appeared to be a success. County inspector is close to being done to obtain certificate of occupancy. 

Planning & Zoning Update: Adamson is getting some permits in, would like to implement a new process for review and approval of 1041 building permit applications. There was discussion as to if we need a third party review for liability purposes. 

Road & Bridge Update: Discussion about updating R&B pickups and maintainers as well as transferring a pickup to Maintenance. BOCC approved purchase of two new pickups and replacing an engine in a third. 

2026 Budget: The shared copier/printer that is housed in the Clerk's office is "termed” and is in need of replacement .Several options were presented to the BOCC for an updated printer/copier that included color and stapling. Oswald moved to upgrade the printer/copier, Lening seconded. Motion carried. 

2024 Audit: Final report is expected next week. 

Tyson Renz entered the meeting at 10:10 a.m. 

Renz presented paperwork for transfer of liability for the Schmidt pit. The BOCC will have the County attorney review the paperwork prior to signing. 

Tyson Renz exited the meeting at 10:30 a.m. 

Lening motioned to recess for lunch at 11:58 a.m., Robertson seconded. Motion carried. Regular session resumed at 1:05 p.m. 

Audrey Johnson, Director of Social Services presented a monthly update to the BOCC including SNAP funding updates from the state. 

Johnson presented the Certificate of Compliance for County Merit System that needs to be signed every two years. Robertson moved to sign the Certificate of Compliance, Lening seconded. Motion carried. 

Johnson exited the meeting at 1:33 p.m.

New Business 

Monthly reports were handed out to the Board. 

Time-Off Requests: One request was submitted and approved. 

New Hire Progress Report: New R&B employees are progressing well; one has passed his CDL test. Waiting on drug test for a potential new hire. 

CDHS Merit System Certification: Earlier motion carried when Audrey Johnson, Director of Social Services presented. 

Library District MOU: Robertson moved to sign MOU, Lening seconded, motion carried. 

Historic Preservation Registration of Historic Places/ Cherry House: Lening moved to approve, Robertson seconded, motion carried. 

Resolution 2025-18 E911 Authority Board: Oswald moved to approve and sign resolution 2025-18, Robertson seconded, all yes. Motion carried. 

Lening moved to recess regular session and enter E911 Board Meeting, Robertson seconded at2:00 p.m. 

Oswald moved to adjourn E911 Board Meeting and resume regular session. 

Adjournment 

With no further business, Oswald moved to adjourn at 2:16 p.m. Robertson seconded.

Motion carried.
