RECORD OF PROCEEDINGS
BOARD MEETING April 22, 2025
The Kiowa County Hospital District Board met in regular session on April 22, 2025, at 6:30 p.m. at the Cobblestone Inn Meeting Room.
District Board members present were Doug Uhland, Pam Cole, Jerry Weber, Mary Eikner, and Karl Eikenberg.
Others present: Beth Bell, Shannon Dixon, Jodi Stolzenberger, and Beth Spady.
CALL TO ORDER
The meeting was called to order by Pam Cole, Chair of the Board at 6:30 p.m.
APPROVAL OF MINUTES
A motion was made by Jerry Weber to approve the March 25, 2025, minutes as presented. Motion seconded by Karl Eikenberg. All aye. A motion was made by May Eikner to approve the April 7, 2025, minutes as presented. Motion seconded by Karl Eikenberg. All aye.
APPROVAL OF AGENDA
A motion was made by Mary Eikner to approve the agenda with the addition of Board Bylaws under new business. The motion was seconded by Karl Eikenberg. All aye.
PUBLIC COMMENT
There was no public comment.
CREDENTIALING
Med Staff did not meet this last month so there are no files to present to the Board.
POLICIES & PROCEDURES
There are several policies and procedures in process but none that are finalized and ready to be presented to the Board.
STANDING REPORTS
MONTHLY FINANCE REPORT
The Board received a written report from the CFO.
The March financials were reviewed and showed a loss for the month and a year-to-date loss of $19,246. In March, days cash on hand was 221 and days in AR was 115.
Weisbrod Health will be offering the reduced lab fair rates through the end of this week
A motion was made by Mary Eikner to approve the purchase of a new glide scope not to exceed $18,620. The motion was seconded by Doug Uhland. All aye.
MONTHLY OPERATIONS REPORT
Weisbrod Health has signed an agreement for a travel CNA. The staffing structure is being reviewed so the recruitment of a CNO has been temporarily paused.
Weisbrod Health will have Paige Johnson, PT providing services on Thursdays and is hopeful to have another PTA providing services in the upcoming months. The therapy department is looking at ways to potentially utilize the pool at Prairie Pines for treatment services.
The on-call schedule for the ambulance service is a work in progress at this time. WH is looking into options for offering the EMT class on a virtual basis.
Hospital Week activities have been posted. The annual BBQ will be on Friday, May 9 at which time we will have a groundbreaking ceremony for the new clinic and reveal the clinic renderings to the community.
WH is planning an informal farewell reception for Matt Prince and his family on Sunday, May 25.
OLD BUSINESS
FACILITY UPDATE
WH has received the final plan documents. A walk through was completed on Friday, April 18.
NEW BUSINESS
PRAIRIE PINES
The community events regarding the potential partnership with Prairie Pines were well attended by the community.
Beth Bell successfully obtained her assisted living administrator certification.
CONGRESSIONALLY DIRECTED SPENDING FY2025
WH is planning to apply for FY2025 CDS funds. If awarded, these funds would help with the renovation of the north side of the hospital.
A motion was made by Karl Eikenberg to approve the submission of the Congressionally Directed Spending application for FY2025 and to authorize Beth Bell, CEO, to sign all necessary documents on behalf of Weisbrod Health related to this CDS application. Motion was seconded by Doug Uhland. All aye.
BOARD BYLAWS
The Board discussed the Bylaws as they pertain to those eligible to serve on the WH board in accordance with Colorado Revised Statutes.
EXECUTIVE SESSION
It was not necessary to meet in executive session

There was no public comment.
ADJOURNMENT
The meeting was adjourned at 7:33 p.m. Doug Uhland made the motion to adjourn. The motion was seconded by Karl Eikenberg. All aye.
