Town of Cheyenne Wells Regular Meeting Council Chambers April 14, 2026 -6:00 PM

CALL TO ORDER 

Mayor Pro Tern Carleton Pelton called the meeting to order at 6:00 p.m. and led the group in the Pledge of Allegiance to the U.S. Flag. Councilwoman Sherry Jones let the group in prayer. 

Council Present: Carleton Pelton, Rex Hyle, Zach Anderson, Karen Gregg, Rex Hyle, Sherry Jones, & Mark Galli. 

Staff Present: Rex Hyle Town Manager, Debbie Knudsen Town Clerk Administrator, and Karen Miller Deputy Clerk. 

VISITORS: None. 

APPROVED AGENDA 

Council approved the agenda with additions upon motion from Councilman Hyle and seconded by Councilwoman Jones. All voting for, motion carried. 

SHERIFF'S MARCH MONTHLY REPORT

Council reviewed the Sheriff's report. Sheriff's Office was not present.

MINUTES 

Council reviewed and approved the March 10th minutes upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried. 

BILLS FOR ALL FUNDS 

Council reviewed and approved the bills for all funds upon motion from Councilman Galli and seconded by Councilman Anderson. Voting for: Pelton, Anderson, Gregg,  & Galli. Abstained: Hyle. Mayor Pro tern Pelton declared the motion carried. 

BUILDING, ANIMAL & PEDDLER PERMITS

Council reviewed and approved all building permits, animal permits, and peddler's license upon motion from Councilman Anderson and seconded by Councilman Hyle. All voting for, motion carried. 

CDPHE MEMORANDAM-PNA ACCEPTANCE 

Cheyenne Wells Water Treatment Improvements Project Needs Assessment (PNA) Hearing is scheduled for May 18th at 5 p.m. This will be a special meeting and public notice is posted. The reports have been submitted to Colorado Department of Public Health & Environment (CDPHE) to qualify the Town of Cheyenne Wells for a State Revolving Fund (SRF) Loan. 

USG 250K ADDENDUM WATER TANK MAINTENANCE CONTRACT 

Council reviewed the addendum from USG Water Solutions, the town's current tank maintenance contractor, for the 250K and 75K water towers. They will be out in June to paint the 75K tank tiger nation black and orange to replace the green. The 250K is scheduled for end of July for repainting and the additional painting of a rolling wave flag logo on it.

2026 CCR REPORT

  • The CCR report has been posted in both newspapers. The report showed that the Town did not have any violations for 2026. 

WRD REZONING REQUEST & REVOKE OF PAST REZONING 

  • Wells Rural Development has submitted a rezoning application for the property that was recently deeded to them to construct two duplexes for housing. A public hearing will be held at the May 12th meeting. 
  • Tiffany Knudsen has let her building permits for two tiny homes expire. The old house hasn't been removed and there has been no sign of construction prep work done. It was consensus of council to revoke the rezoning. A public hearing will be held at next month's meeting. 

ADMINISTRATIVE UPDATES 

  • We will have a walkthrough with COOT Staff, RESPEC Staff, and Town Staff for our TAP Grant on May 18th at 2pm. We have about 30% of the design met. 
  • Our SRF loan grant for our water treatment plants at Feyh and North & Snyder wells will hold a public hearing on May 18th at 5 pm. This will be a special meeting. 
  • The monthly water samples came back fine. 
  • The Town will be getting the phone system and telemetry upgraded. Starlink will be the internet carrier and Rodine Communication will install phone system for us. City Hall will be the main base with the shop and water tower have antennas to hit the line of site of the main base. 
  • Civic Plus, Town Attorney and Town Clerk Administrator have been reviewing and updating all the ordinance and codifying all the new ordinance since 2013 that had not been codified. The new online and book form ordinance book should be completed in the next few months. 
  • Council approved a purchase of storage container to store the town's permanent records for $9850 from Devin Dickey upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried. 
  • The DOLA water improvement grant hearing is set for May 5-7 in Canon City. This is a 750k grant request to help with funding the water treatment plants. 
  • We have notified all current burn permit customers that we are under a burn ban until the County lifts it.
  • CML Conference is in Westminster June 22-25. 
  • CML Spring meeting is in Stratton on May 19th at 5 pm for those that want to attend. 
  • We are relocating one of the emergency sirens to the west end of town. The siren on the courthouse is up and running. 

Executive Session (If needed) 

There was no executive session. 

COUNCIL REPORTS

CWHA-Councilman Hyle

  • Everything is going well at housing this past month. They are cutting down some dead trees and getting the sprinkler system up and running. New ac units were put in all units.

ECCOG & Library-Councilwoman Jones 

  • ECCOG nothing has been going on this past week as Candace Payne lost her dad and is out of office. 
  • ECCLD are discussing if the Town is still interested in the walking book stands at the park. Councilman Anderson stated he would get with the library members again on that topic. 

Parks & Downtown-Councilpersons Gregg & Anderson 

  • Discussed the 250 celebrations for tumbleweed festivities and ideas for Saturday after the parade events for the downtown area.

Water-Councilman Pelton and Councilwoman Jones 

  • Water topics were discussed earlier in the meeting.

Streets-Councilman Hyle and Councilman Galli

  • They have been assessing the canal through Medicine Arrow Park and getting quotes for 'replacement of the cement culvert under South 2nd West.

OTHER COMMENTS & ANNOUNCEMENTS

  • Cheyenne County fire ban is in place. 
  • Regular Meeting May 12th 6 pm. 
  • Dog Clinic April 29th 3-5 pm. 
  • Amanda Brown will be her April 22nd the preliminary audit.

Mayor Pro tern Pelton declared the meeting adjourned at 6:40 pm upon motion from Councilman Hyle and seconded by Councilman Anderson. All voting for, motion carried.
