Kiowa County Commissioners meeting minutes - December 23, 2025

The Regular meeting of the Kiowa County Commissioners was called to order on December 23, 2025, at 9:00 a.m. by Chairman Donald Oswald.

Present

  • Donald Oswald, Chairman 
  • Howard "Butch" Robertson, Commissioner Mike Lening. Commissioner 
  • Adrienne Yates, County Clerk 
  • Tina Adamson, County Administrator
  • Members of Audience None 

Call to Order

  • Chairman Donald Oswald called to order at 9:00 a.m. 
  • Comm issioncr Oswald opened with prayer and the Pledge of Allegiance
  • Commissioner Robertson moved to approve the minutes from December 11th, 2025. Lening seconded. Motion carried.
  • Oswald moved to approve the vouchers as presented, Robertson seconded, motion carried.
  • Oswald moved to approve the agenda as presented with 2 additions, Lening seconded, motion carried.

Old Business

  • Grant Updates: There are a couple of grants being worked on for the Courthouse but will carry on to next year. Phase 11 State Historic Fund Grant for the Legion Hall was denied. 
  • Landfill/Recycling: Jeff Scranton, Landfill Foreman provided an operational update including an update on the shredder which could have delivery early 2026. Scranton presented some possibilities to mitigate potential increases in waste. 
  • Housing: No updates
  • Planning & Zoning Update: 0rsted has submitted a 1041 permit application for a 580 MW Solar Facility; which is being reviewed. More applications are expected in January 2026. 
  • Courthouse generator: Will be trying to schedule a meeting with a generator seller to see options available.
  • County Attorney: No action taken.

Appointments

  • Supplemental Budget Public Hearing: Oswald moved to recess regular session at 10:23 am, Lening seconded. Motion carried. Social Services is $106,000 shortfall, which Is the only amendment No public attendance, Oswald moved to adjourn public hearing and resumed normal session at 10:27 am. Robertson seconded. Motion carried.
  • Oswald moved to approve and sign Resolution 2025-21 for supplemental budget, Lening seconded. Motion carried

Jeff Scranton, Landfill foreman entered the meeting at 11: 14 am. 

New Business

  • Monthly reports were handed out to the Board.
  • Time-Off Requests: Two requests were handed out to the board; Lening moved to approve the request, Robertson seconded. Motion carried.
  • New Hire Progress Report: New Adm in Assistant is doing well. The new clerk is also doing very well. New R&B and maintenance employees are progressing.
  • Senor ROW Permit: Lening moved to approve ROW Permit, Robertson seconded, motion carried.
  • RETAC Board Member Designations: Due to staff changes, it has been requested to add Jasmine Shay and Ken Flory. Lening moved to approve the additions; Robertson seconded. Motion carried.
  • 2026 Social Services !GA for Attorney: Robertson moved to sign IGA for Attorney Don Steerman to provide legal services for Social Services, Lening seconded, Motion carried.

Adjournment 

With no further business, Oswald moved to adjourn at 12:26 pm, Robertson seconded. Motion carried.
