Kiowa County Commissioners meeting minutes - October 26, 2023

The regular meeting of the Kiowa County Commissioners was called to order on October 26, 2023, at 9:00 a.m. by Chairman Donald Oswald. Oswald opened the meeting with prayer and the Pledge of Allegiance.

Those in attendance:

  • Donald Oswald, Chairman
  • Howard “Butch” Robertson, Commissioner
  • Mike Lening, Commissioner
  • Delisa Weeks, County Clerk
  • Tina Adamson, County Administrator

Minutes: Robertson moved, and Oswald seconded the motion to approve the minutes as presented. Motion carried.

Vouchers: Lening moved, and Robertson seconded the motion to approve the vouchers as presented. Motion carried. One voucher was clarified by Administrator Adamson.

Agenda:  Oswald moved, and Lening seconded the motion to approve the agenda as present. Motion carried.

Members of the Audience: Natasha Kiler, Consultant with Winenergy

Cindy McLoud, Kiowa County Economic Development Director entered the meeting to provide updates on the following grants:

  • Crow-Luther was awarded $40,000.00 for Fishing for Fun- if approved Jackson’s Pond will be drudged
  • Legion Hall-still working on contracts
  • Sheridan Lake Subdivision: They are working more effectively  

Director, McLoud also reported that there will be a Dollar General Store moving constructed in Eads.

McLoud thanked the BOCC for their time and remained as a member of the audience.

Dr. Reyes, Chief Director with Lamar Community College, entered the meeting at 9:55 a.m.to provide updates for Lamar Community College. Reyes reported that community college has had an increase in students, after the effects of COVID.

Dr. Reyes encourages the graduating students to take full advantage of scholarships that are available. After further information Ms. Reyes thanked the BOCC and exited the meeting.

OLD BUSINESS:

Landfill/Recycling: Adamson reported that there are mounds of tires at the landfill. Landfill Operator Scranton is having issues contacting the owners of the tire shredding business. He will continue to try to contact them.

Bob Wars, Building Inspector for the town of Lamar entered the meeting to discuss a fee schedule for permitting.  

Oswald moved and Lening seconded the motion to recess the meeting for lunch at 12:02 p.m. Motion carried.

The regular meeting reconvened at 1:05 p.m.

Road & Bridge Update: There was further discussion on the purchase of a tractor. No action taken.

2024 Budget: Salaries were discussed. This will be discussed at the next meeting

Sheriff’s Update: Adamson provided the estimate that Sheriff Williams had received for the electrical work that will need to be done near the Salvation Army.  Robertson moved and Lening seconded the motion to approve the electrical estimate for the fenced area. Motion carried.

2022 Audit Update: The 2022 audit results were reviewed.

Upcoming meeting and reports were reviewed and signed.

NEW BUSINESS:

Oswald moved and Lening seconded the motion to send a letter to the county resident that built a fence in the County’s Right of Way. This is in violation of the County Road Policy. Motion carried.

Time Off Requests. NONE

New Hire Progress: New employee is doing a fine job.

The next regular meeting will be held November 14, 2023, at 9:00 a.m.

With no further items to discuss, Oswald moved, and Robertson seconded the motion to adjourn the meeting at 2:30 p.m.
