New Colorado boards and commissions appointments announced

Charter School Institute Board

The mission of the Institute Board shall be to foster high-quality public school choices offered through institute charter schools, including particularly schools for at-risk students.

for a term expiring July 1, 2023:

  • Nicholas Martinez of Denver, Colorado, to serve as a member with financial management expertise, and as a Democrat, occasioned by the resignation of Danyell Lewis of Denver, Colorado, appointed;

for terms expiring July 1, 2024:

  • Kenneth Smith of Denver, Colorado, to serve as a member with experience as a charter school board member or founder of a charter school, and as a Democrat, appointed;
  • Tamara Olson of Colorado Springs, Colorado, to serve as a parent of a student who is, or who has been enrolled in an institute charter school, and as an Unaffiliated, reappointed.

Colorado Banking Board

The Board is the policy-making and rule-making authority for the Division of Banking, and has the authority to make final decisions with respect to the taking of possession, liquidation or reorganization of banks.

for a term expiring July 1, 2023:

  • Elle N. Bruno of Denver, Colorado, to serve as a public member, occasioned by the resignation of Taylor McLemore of Denver, Colorado, appointed;

for terms expiring July 1, 2025:

  • Laura Gene Miller of Littleton, Colorado, to serve as an executive officer of a trust company, reappointed;
  • David A. Kelly of Littleton, Colorado, to serve as a representative of an executive officer of a state bank, reappointed;
  • Megan Lenee Harmon of Colorado Springs, Colorado, an executive officer of a state bank, with no less than five years’ practical experience as an active executive officer of a bank, appointed.

Colorado Housing and Finance Authority Board of Directors

The Board of Directors serves as the governing body of the Authority. Through its financing programs, capital for which is provided by the issuance of its revenue bonds, the Authority works to increase the availability of affordable housing for low and moderate-income families, and to assist the state’s small businesses.

for terms expiring July 1, 2025:

  • Sylvia Ann Wirba of Boulder, Colorado, to serve as a member representing the public, appointed; 
  • Jennifer A. Kermode of Gunnison, Colorado, to serve as a member representing the public, appointed;
  • Nathan Peterson of Evergreen, Colorado, to serve as a member representing the public, appointed;
  • Steven Cordova of Pueblo, Colorado, to serve as an individual experienced in real estate transactions, appointed;
  • Amber L. Hills of Lakewood, Colorado, to serve as an individual experienced in mortgage banking transactions, reappointed.

Colorado Medical Services Board

The Medical Services Board adopts the rules and regulations that govern the operation of the Colorado Medicaid Program and Colorado Indigent Care Program.  The Regulations adopted by the board will direct the efforts of the State in defining eligibility and the benefits for these programs, the rights and obligations of clients receiving benefits, and the payment of vendors providing health care services.  

for terms expiring July 1, 2025:

  • William Vaden Kinnard of Boulder, Colorado, to serve as an Unaffiliated from the Second Congressional District, and as a person with knowledge of medical assistance programs, appointed;
  • Barry Andrew Martin of Denver, Colorado, to serve as a Democrat from the First Congressional District, and as a person with knowledge of medical assistance programs, appointed;
  • Martha Cecile Fraley, MD of Durango, Colorado, to serve as a Democrat from the Third Congressional District, and as a person with knowledge of the delivery of healthcare, reappointed;
  • Simon J. Hambidge, MD, PhD of Denver, Colorado, to serve as a Democrat from the First Congressional District, and as a person with knowledge of medical assistance programs, reappointed.

Identity Theft and Financial Fraud Board

The Board assists the Attorney General, sheriffs, police, and district attorneys in investigating identity theft and financial fraud crimes and in prosecuting persons who commit those crimes. The Board also serves as an educational resource for law enforcement agencies, members of the financial industry, and the public regarding strategies for protection from and deterrence of identity theft and financial fraud crimes.

for terms expiring June 30, 2024:

  • Brendan Carey Morse of Denver, Colorado, to serve as a representative of depository institutions, appointed;
  • Danielle Kubler of Thornton, Colorado, to serve as a representative of depository institutions, appointed.

Sales and Use Tax Simplification Task Force

The Task Force shall study sales and use tax simplification between the state and local governments, including home rule municipalities, to identify opportunities and challenges within existing fiscal frameworks to adopt innovative revenue-neutral solutions that do not require constitutional amendments or voter approval.

 for terms expiring July 1, 2024:

  • Paul D. Archer of Centennial, Colorado, to serve as a representative of a statewide association of small businesses that is addressing the simplification of sales and use tax, reappointed;
  • Ryan Patrick Woods of Englewood, Colorado to serve as a representative of a statewide chamber of commerce, reappointed;
  • Michelle Bush, JD of Denver, Colorado, to serve as a representative of a state and local sales and use tax law practitioner, appointed;
  • Andrew Wheeler, CPA of Denver, Colorado, to serve as a representative of having state and local sales tax use accounting experience, appointed. 

State Board of Marriage and Family Therapist Examiners

The State Board of Marriage and Family Therapist Examiners adopts rules and regulations for the profession, conducts examinations, and grants or denies licenses.

 effective August 13, 2021 for a term expiring August 12, 2025:

  • Mita M. Johnson, EdM, LMFT of Evergreen, Colorado to serve as a marriage and family therapist, reappointed. 

State Board of Social Work Examiners

The Board licenses social workers in Colorado and conducts hearings concerning complaints against licensed social workers.

for a term expiring June 30, 2024:

  • Joshua Jones, PharmD of Berthoud, Colorado, to serve as a member of the public, appointed;

 for terms expiring June 30, 2025:

  • Jennifer Silva of Alamosa, Colorado, to serve as a professional member, reappointed;
  • Sandra M. Gerardo of Longmont, Colorado, to serve as a professional member, appointed.

State Electrical Board

The Board examines and licenses electricians. The Board also adopts and revises rules and regulations concerning the installation, repair and alteration of wiring apparatus and equipment for electric light, heat and power.

for a term expiring July 1, 2023:

  • Robert Scott Roswell of Englewood, Colorado, to serve as a public member, occasioned by the resignation of John Mullen of Denver, Colorado, appointed.

for terms expiring July 1, 2024:

  • Gina Maria Cullen of Lakewood, Colorado, to serve as a master electrician who is not an electrical contractor, reappointed;
  • Joseph Anthony Montoya of Castle Rock, Colorado, to serve as a building official of a local government agency conducting plumbing inspections, reappointed;
  • James Selecky of Denver, Colorado, to serve as an electrical contractor who has a master’s license, reappointed;
  • Virginia Ambrose Harman of Montrose, Colorado, to serve as an electrical utility member, appointed;
  • Thomas Richard Kiel of Sterling, Colorado, to serve an electrical contractor who holds a master electrician’s license, appointed.

Transportation Commission

The Commission formulates general policy for the Colorado Department of Transportation with respect to the management, construction and maintenance of public highways and other transportation systems in the state. The Commission also works to assure that the preservation and enhancement of Colorado’s environment, safety, mobility and economics is considered in the planning of all transportation projects.

for terms expiring July 1, 2025:

  • Yessica Xytlalli Holguin of Denver, Colorado, to serve as a commissioner from the First Transportation District, appointed;
