Representative Ty Winter announces re-election bid for Colorado House District 47
Representative Ty Winter, the Assistant Minority Leader in the Colorado House, announced his candidacy for re-election to Colorado House District 47, which represents Baca, Bent, Crowley, Huerfano, Kiowa, Las Animas, Otero, Prowers, and portions of Pueblo counties.

“Rural Colorado deserves a strong voice who will fight every day to protect our way of life, our farms and ranches, our small businesses, and the future of our children,” Winter said. “Over the past several years, I’ve worked across the aisle to deliver real results on energy, healthcare access, agriculture, veterans’ memorials, and youth mental health. I’m running for re-election because there is still more work to do to keep our district strong, prosperous, and true to who we are.”
Winter was raised on a fourth-generation cattle ranch in Las Animas County and is a small business owner. His legislative record focuses on agriculture, energy, healthcare access, support for veterans, and local control for rural communities.
Winter has been among the rural lawmakers pushing back on state appointments they say affect agricultural communities.
Key legislative accomplishments cited by Winter’s campaign include:
- HB25-1040 — Added nuclear energy as a clean energy resource in Colorado statute, recognizing nuclear power’s role in providing reliable, carbon-free electricity and supporting an all-of-the-above energy strategy. Winter’s HB25-1040 fits a broader national trend, as smaller nuclear reactors have sparked renewed interest among states evaluating carbon-free baseload power.
- HB26-1336 — Expanded patient access to pharmacist-provided services within their scope of practice by requiring insurance coverage, improving healthcare access in rural and underserved areas.
- SB26-121 — Addressed overtime thresholds for agricultural employees, aiming to balance the viability of Colorado agriculture with the needs of farmworkers and producers.
- SB26-088 — Improved funding and oversight for veterans’ memorials and monuments on the State Capitol grounds and in Lincoln Veterans’ Memorial Park.
- SB26-060 — Required mental health training for youth sports coaches to help recognize and respond to mental health challenges and concussion-related risks for student athletes.
