Town of Cheyenne Wells Regular Meeting March 10, 2026 - 6pm
CALL TO ORDER
Mayor Pro Tern Carleton Pelton called the meeting to order at 6:00 p.m. and led the group in the Pledge of Allegiance to the U.S. Flag. Councilwoman Sherry Jones let the group in prayer.
Council Present: Carleton Pelton, Rex Hyle, Zach Anderson, Sherry Jones, & Mark Galli.
Absent: Karen Gregg.
Staff Present: Rex Hyle Town Manager, Debbie Knudsen Town Clerk Administrator, and Karen Miller Deputy Clerk.
VISITORS: Monte Baker and Kayla Murdock (CCSO).
PUBLIC HEARING-LITTLE PARK ON THE PRAIRIE
No public comment was heard.
APPROVE AGENDA
Council approved the agenda upon motion from Councilman Galli and seconded by Councilman Anderson. All voting for, motion carried.
SHERIFF'S MONTHLY REPORT
Council reviewed the February Sheriff's report. CCSO Kayla Murdock was in attendance to answer any questions.
MINUTES
Council reviewed and approved the minutes for February 10th and February 19th upon motion from Councilman Galli and seconded by Councilman Anderson. All voting for, motion carried.
BILLS FOR ALL FUNDS
Council reviewed and approved the bills for all funds upon motion from Councilman Galli and seconded by Councilman Jones. Voting for: Pelton, Anderson, Jones & Galli. Abstained: Hyle. Mayor Pro tern Pelton declared the motion carried.
BUILDING PERMITS
- Sherry LeFlore - Shed
- On Point "Delta Kern" - Addition and Deck
- Monte Baker - Shop
Council reviewed and approved the building permits upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried.
WATER LETTER
Council reviewed a letter from a water consumer requesting grace on a large water pipe breakage. The Council approved to discount the water bill in the amount of $161.07 upon motion from Councilman Hyle and seconded by Councilman Anderson. All voting for, motion carried.
RESOLUTION #4-2026 "TOWN OF CW PARTNERSHIP WITH CWRA”
Council reviewed approved Resolution #4-2026 for partnership with CWRA for future grant applications for splash park and other improvements upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried.
RESOLUTION #5-2026 "DOLA Water Improvement Grant"
Council reviewed and approved Resolution #5-2026 for DOLA grant EIAF 26-218 CW Feyh and NorthSnyder Water Treatment Plant Improvements upon motion from Councilman Hyle and seconded by Councilman Anderson. All voting for, motion carried.
ORDINANCE #289 "RESIDENCY OF REGISTERED SEX OFFENDER"
Council reviewed and approved Ordinance #289 on residency requirements of registered sex offenders upon motion from Councilman Hyle and seconded by Councilman Anderson. All voting for, motion carried.
ADMINISTRATIVE UPDATES
Water tower inspections went well.
Drawings for the CDOT are 75% complete and petition is being circulated.
The basestation has been installed except for a cable, which is on order.
Council reviewed the maintenance plan to repaint the 75k bulk water tank. The word Cheyenne Wells will be Orange with a black-orange roof rather than green to coordinate with our school colors. The 250K bulk water tank has never had an emblem on it. Council reviewed the rolling American flag wave design and maintenance plan presented by Utility Services. The Council approved the design and first payment of
$35,000 upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried. The Town will be checking with various businesses throughout the County for level sponsorship and looking for other funding options to help offset the entire cost.
We are gathering quotes to repair the sidewalk and the drainage culvert at Medicine Arrow Park.
Public Works will be removing an unneeded fire hydrant at MAP and it will relocate it to another area where it will be more useful.
EXECUTIVE SESSION (IF NEEDED)
No executive session was needed.
COUNCIL REPORTS
CWHA-Councilman Hyle
- Three units are open. Two will be filled this month and the other unit will take some time to clean as it is a health issue cleanup. They are upscaling the internet at the facility.
ECCOG & Library-Councilwoman Jones
- ECCOG met and installed the new members. Everything is on track.
- ECCLD will be meeting next month.
Parks & Downtown-Councilpersons Gregg Anderson
- Discussed new benches and trash cans for downtown.
- Looking at adding solar lights along the walking path at MAP.
- Public works will be adding a canopy at the dog run and a small canopy and cement pad at LPOP.
Water -Councilman Pelton and Councilwoman Jones
- The PNA is currently being reviewed by CDP HE for the Water Treatment Plants (WTP).
- The DWRF has approved the $300k funding for the design piece of the WTP.
Streets-Councilman Hyle and Councilman Galli
- UPRR will be tearing down the facility that is north of Crawford Supply.
- Discussed patching streets in the next couple of months.
OTHER COMMENTS & ANNOUNCEMENTS
- Closed April 3rd for Good Friday
- Regular Meeting April 14th 6:00 P.M.
- Dog Clinic April 29th 3-5
