Town of Cheyenne Wells Regular Meeting Council Chambers September 15, 2025 6pm
CALL TO ORDER
Mayor Pro Tern Carleton Pelton called the meeting to order at 6:00 P.M. and led the group in the Pledge of Allegiance to the U.S. Flag. Councilman Zach Anderson led the group in prayer.
Council Present: Carleton Pelton, Rex Hyle, Zach Anderson, Karen Gregg, & Mark Galli. Council Absent: Sherry Jones
Staff Present: Rex Hyle Town Manager, Debbie Knudsen Town Clerk Administrator, and Deputy Clerk Karen Miller.
Visitors: Danille Baker, Dillon, Randy & Tracy Ball.
APPROVED AGENDA
Council approved agenda upon motion from Councilman Galli and seconded by Councilman Anderson. All voting for, motion carried.
VISTORS
Danille Baker, local EPA WA representative, gave her yearly spayed and neutering statistics for 2025 and requested a 2026 donation of $1250. A donation of $1250 for the 2026 to EPA WA was approved upon motion from Councilman Hyle and seconded by Councilman Anderson. All voting for, motion carried.
Dillon Ball discussed his plans to build on the property that he currently was approved to have his camper on a year ago. He has since purchased the property from his grandfather. Plans are to build a home from the ground up rather than a prefabricated home. He is requesting another year's extension of his building permit in order to complete the construction. Dillon Ball's building permit extension for another year was approved upon motion from Councilman Anderson and seconded by Councilwoman Gregg. All voting for, motion carried. Mr. Ball will come when the design plans are completed and file a building permit for the construction.
SHERIFF'S MONTHLY REPORT
Council reviewed the August Sheriff's report.
Town Clerk Administrator Knudsen will contact Cheyenne County on the 2026 police agreement for budget planning purposes.
MINUTES
Council reviewed and approved the August 12th minutes upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried.
BILLS FOR ALL FUNDS
Council reviewed and approved the bills for all funds upon motion from Councilperson Galli and seconded by Councilman Anderson. Voting for: Anderson, Gregg, Pelton, & Galli. Abstained: Hyle. Mayor Pro Tern declared the motion carried.
BUILDING PERMIT
Mark Galli Deck
Town Manager Hyle inspected and signed submitted building permit. Council reviewed and approved Mark Galli's building permit for deck upon motion from Councilman Hyle and seconded by Councilman Anderson. Voting for: Anderson, Gregg, Hyle, and Pelton. Abstained: Galli. Mayor Pro-tern Pelton declared the motion carried.
Council reviewed approved the 2026 CIRSA Property and Casualty, $26,658.57 upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried.
Council reviewed and approved the 2026 Workman's Comp, $13,826.15 upon motion from Councilperson Anderson and seconded by Councilperson Gregg. All voting for, motion carried.
2026-CIRSA PC & WC QUOTES AND CTSI QUOTES
Council reviewed and approved the 2026 CTSI 6.65% increase for the current health, life, dental, & vision plan upon motion from Councilman Galli and seconded by Councilman Anderson. All voting for, motion carried.
BUDGET 2026-PRELIMINARY
It was consensus of council that Town Clerk Knudsen be the appointed budget officer to complete the 2026 budget. The administrative team will be working on figures for the budget to meet the infrastructure needs of the town. A proposed 2026 budget will be submitted to council at the next meeting for review.
PEDDLER/VENDOR LICENSE UPDDATE
Council and staff discussed the information from various local towns on peddler fees and reviewed the new peddler license application form. Council will amend the peddler licenses resolution at the next meeting to add a yearly discounted fee.
REVIEW CORRESPONDENCE BUSINESS REQUEST
Mayor Pro Tern Carleton Pelton had received correspondence by an email for financial support from a local business that Council reviewed.
ADMINISTRATIVE UPDATE
We have started engineering on the TAP grant.
Plans are to repair a sinkhole in the alley between West 6th and West 7th.
The 8th Street pan is complete.
CIRSA claim is reimbursable for the lightening damage at the base station. We will be ordering through Core and Main to get this up and running.
The price quote for the pre order of the 25 ¾" brass meters and 10 1" brass meters is approximately $9000. These meters will be phased out in 2026 and replaced with plastic meters. Council approved the order of meters upon motion from Councilman Anderson and seconded by Councilwoman Gregg. All voting for, motion carried.
Third quarter water increases will be billed out this month and the last increase will come out in December.
We will be visiting with the school on the extreme water usage this summer.
Interviews were completed with two applicants. The job was offered to an individual, but the applicant had to move. Will advertise again.
Dave Larsen is working on ROS research and the petition for the sidewalk, curb & gutter petition. Looking to having those done by the end of October.
Small animals within the city limits were discussed. Consensus of council to stay with our current animal ordinance that is in place.
We will be doing employee evaluations in the next few weeks.
EXECUTIVE SESSION (IF NEEDED)
No executive session.
COUNCIL REPORTS
CWHA-Councilman Hyle Housing has three units that are empty one almost done and two close to being done.
ECCOG & ECCLD-Councilwoman Jones was absent.
Parks & Downtown Councilwoman Gregg & Councilman Anderson are still working on survey numbers for the splash pad and baseball fields. Hopefully by next meeting the person they are working with will have some grant funding leads.
Water-Councilman Pelton stated that engineers were out to review the sites for the water treatment facilities.
Streets-Councilmen Hyle and Galli are still reviewing street survey stakes on East 6th by Colter Engelbrecht's new home.
OTHER COMMENTS & ANNOUNCEMENTS
CW will be hosting CML District Meeting on September 18th
Regular Meeting, Tuesday, October 14th
Town Closed October 13 for Columbus Day
