Town of Eads Board of Trustees meeting minutes - November 10, 2025

The meeting was called to order by mayor Joe Shields at 5:00 P.M.

Roll call was taken by Robin Fox. Those council members present were, Stephanie Sewell, Kathy McCracken, and Dennis Pearson, guest present were Justin Lenox, Nikki Lenox, Brooke Lenox, Kaylee Lenox, Walter Bates, Eric Pearson, Jacob Marlow and Jeanne Sorensen also present was Webster Hogue and Tim Trosper(swearing in members).

Public Comment- Walter Bates came to thank the employees and board members of the Town of Eads for all their time and effort they have put in this year. He also said that everything is working great and he likes everything about the town.

Eric Pearson said that the town needed to consider getting a vision mission statement and he would like to help with that. He also brought up all the unlicensed vehicles again. He thinks it would bring in revenue to the town. Nikki, Justin, Kaylee and Brooke all came and said that they appreciate the fast help with a property here in town. Justin said that he agrees we must follow all ordinances.

Swearing in new board members Kathy McCracken read the oath. Webster Hogue was first and his term will end in 2026 and he took Tuck Liebl’s position. Tim Trosper was second and his term will be up in 2028 and he took Fred Derby’s position.

MINUTES

Stephanie Sewell made a motion to approve the October minutes after amendments are made, Dennis Pearson seconded the motion. All Ayes

APPROVAL OF BILLS

A motion was made by Kathy McCracken to approve the bills and seconded by Tim Trosper. All Ayes. 

OLD BUSINESS

Airport- Roger’s attorney and the town attorney are working together to get the Contract handled.

NEW BUSINESS

Audit- Kathy McCracken made a motion to approve the audit for 2024 that was filed in August with the state and Seconded by Tim Trosper. All Ayes

Swimming Pool- The board has made the decision to go back to Carrothers since $85,000 has already been paid and there will be no committee for that. Stephanie Sewell made the motion and seconded by Webster Hogue. All Ayes

AirMed- Tim Trosper made a motion to renew the Air-Med contract and seconded by Stephanie Sewell. All Ayes

Raises- Kathy McCracken made a motion to raise all employees 3% and seconded by Dennis Pearson. All Ayes

Judge- Kathy McCracken made a motion to raise the municipal Judge wage to $250.00 dollars a month and seconded by Webster Hogue. All Ayes. The board talked about the possibility of a fill in for the judge but decided to wait at this time.

Christmas Gifts- Stephanie Sewell made a motion to give $500.00 dollars in Eads bucks to full time employees and $300.00 to part time and seconded by Kathy McCracken. All Ayes

Cora- Kathy McCracken made a motion to change the hourly fee to the State minimum of $41.37 and also change the verbiage to Retainer for deposit of $125.00 and seconded by Tim Trosper. All Ayes 

Bring up Items- 

At 5:48 the board went into executive session to discuss personnel matters, employee’s confidentiality, and go over the letters for the new members. Executive started at 6:00 P.M. with Mayor Joe Shields, Stephanie Sewell, Kathy McCracken, Dennis Pearson, Webster Hogue and Tim Trosper present. The board left executive at 6:17 P.M. 

Tim Trosper made a motion to put Junior McDowell on the board and seconded by Stephanie Sewell. All Ayes 

We will send out a denial letter to the other candidate that put in a letter of intent. 

Stephanie Sewell made a motion that all Cora request should go to the board and the attorney first and seconded by Webster Hogue. All Ayes 

Meeting adjourned at 6:30 P.M.
